Based on a manga that was published for four years, Arcade Gamer Fubuki centers on a girl, Fubuki Sakuragasaki, who has poor athletic skills. She meets Arashi Ishino, a figure from Game Center Arashi, who had resurrected Fubuki's late father and learned of his plan for world domination. Fubuki's father developed a pair of "passion panties," which Arashi ran off with and gives to Fubuki. She puts them on, and whenever the panties are exposed, Fubuki becomes a video game whiz, so the episodes basically have ways of making Fubuki show her passion panties (her friends using an electric hand fan to blow her skirt up, Fubuki standing upside down while playing).
