Plot Overview
A disgruntled senior citizen who claims to have a bomb strapped to him holds hostages in a courthouse until he gets an audience with the Governor. The man turns out not to have a bomb attached to him, but a pair of radicals take advantage of the situation to escape police custody.

In the earlier episode "The Ninety-Second War", a brass nameplate beared the Governor's name. This episode confirms it: for only the second time in the series, the Governor's name is mentioned, this time in a demand made by Barnard Hughes's character: 'I want to speak to the Governor...Governor Paul Jamison!'
