Plot Overview

Riots threaten to erupt after an Hispanic councilman's son is fatally shot during what appears to be a botched traffic stop. Hunter's certain that the boy was shot accidentally in the crossfire between the two cops involved in the stop, one of whom was also killed and the other seriously wounded, and a pair of murderous fugitives who hitched a ride with the boy and his friends. He also discovers that one of the killers stole a badge and gun from one of the officers and must prove all of this to stem any possible rioting.
