Plot Overview
While responding to a report of a burglar on the roof of his apartment, Ward is shot and critically wounded by a rookie cop. While Jeff is recovering in the hospital, the young cop wrestles with the guilt he feels over the unintentional shooting. Against Haines's orders, the rookie goes back to the neighborhood in plain clothes in an attempt to find the real burglar.
