Plot Overview
An armed robber being chased by Flint and several other cops seemingly disappears. He's discovered an odd place to hide, a water tower high above an apartment building, which is also being used by a strange boy who goes up there to escape the world below. The robber soon discovers he's at the mercy of the kid, who hides him up there while trying to decide whether to help him escape or turn him over to the cops.
