Plot Overview
The precinct's mentally challenged janitor is the witness to a murder that may be connected to a series of dognappings. Tony befriends the young man and has him testify in court against the suspect, but he becomes very upset when people in the courtroom laugh at him. Tony also deals with a suspect in a racketeering case who's found a unique--and painful--way of beating a polygraph.
