Plot Overview
A small-town police chief's daughter is kidnapped and killed, and Erskine and Rhodes enter the case due to the victim being driven across state lines. When the killer, Hillman, tries to avoid capture by joining a paramilitary group, Erskine goes undercover as a fellow recruit.
