Tom Goes to the Mayor Returns is the second preseason short of Tom Goes to the Mayor. It was the second episode created, and served as a pilot for the official Cartoon Network first season.

Plot Overview
Tom proposes a parade for Lobster Day, including a giant robotic lobster claw and a vat of garlic butter the size of a Volkswagen. He and The Mayor discuss likely security problems for special musical guest, Roy Teppert.
