Plot Overview
America is under attack, terrorist bombings have been occurring across the nation in cities like San Antonio. In Los Angeles, the latest attack is carried out when a man hits a detonator while on a public bus, causing the bus to explode, along with several cars nearby. The attack makes its way to president Wayne Palmer and his aides, who are already pushing for the president to create detention camps for Muslim Americans. He declines, but defers to CTU in Los Angeles for a plan to uncover the location of Hamri Al-Assad, the man thought to be behind the attacks.
At an airport, Bill Buchanan and Curtis are in position to receive Jack from Chinese control. There they explain to him about the terrorism situation, that Palmer is the new president and that they're asking him to sacrifice his life to a rogue terrorist who is willing to give up his leader's location. Jack, though grizzled from imprisonment, agrees to the hand off without hesitation. This situation deeply disturbs Palmer, but he's reassured by his chief of staff that although he doesn't feel comfortable in the situation, he has to deal with it. Later, Lennox is discovered by Karen Hayes to be putting together detention camps for Americans of Middle Eastern descent, despite Palmer's direct orders not to go forward with the plan.
Across town, a family is attempting to cope with the attack in Los Angeles and witness their neighbor's father being arrested by the FBI. Two neighbors are also staked out outside of Ahmed's house, attempting to get inside to attack him with misguided rage over the recent attacks. Ray manages to come to his neighbor's rescue and offers him sanctuary with his family across the street.
Fayed has retrieved Jack from the position where he had Buchanan handcuff him to a grating, but Chloe, unwilling to give up on him, attempts to find a way into the facility where he'll be held through an off-grid satellite access by her boyfriend Morris. However, the satellite signal is quickly picked up by Fayed's men. They threaten to call off the deal if the satellite isn't redirected in 30 seconds, but they move it before the time limit is up. He tells CTU that he'll have to think about his offer and decide whether or not to give up Assad later. While thinking it over, he tortures Jack as retribution for his brother. During this torture session, Fayed admits that he's manipulating CTU into killing Assad even though he's the actual person behind the attacks.
Fayed gives up the coordinates for Assad's location to CTU and they scramble several attack helicopters to destroy the house their in. He goes back to torturing Jack but is interrupted by a call from Ahmed, who is implicit in the terrorist plot although his father is not. In this time, Jack disconnects his vitals monitor and kills the man guarding him with a bite to the neck. He steals the guard's key, unlocks his handcuffs and escapes from the room through a vent.

Happenings
- Bombings: Over the past 11 weeks, there have been a series of bombings in major United States cities like San Antonio and Los Angeles. These attacks were orchestrated by Abu Fayed, although it is thought for a majority of the episode that they were organized by Hamri Al-Assad.
Characters
- Jack: After spending nearly two years in a Chinese prison, Jack has been released from captivity. He kept a vow of silence in the prison, refusing to divulge any information to the Chinese government. He returns to America only to be handed over to a terrorist cell offering to give up the location of their leader in exchange for Jack's death.
- President Palmer: Wayne Palmer is now the president of the United States after the situation with President Logan nearly two years ago. Logan's exact fate is unknown at this point, but Palmer ran for and won in the last presidential election, likely against Vice President Gardner, who took up the job after Logan's arrest.
- Bill and Karen: Bill Buchanan and Karen Hayes have gotten married in the time between Days 5 and 6. This is despite their constant altercations during Day 5 over Jack Bauer. In President Palmer's administration, Karen is the National Security Adviser.
- Milo: Although he only appeared briefly during the first day as a replacement tech, Milo has returned as part of CTU middle management.
