Plot Overview

With the Prime Minister in town, Dominic has difficulty in trying to arrange for him to tour the red light zone. Meanwhile, he prepares for the votes on the slots, but the results lead to the revelation of some underhanded actions on the parts of Manning and Woo.

The Complaints Commission agree to investigate the grow-op shooting. Jacobs and Klothcko scramble to cover themselves.

Leary discovers that Dubreau's paedophile ring is still active, but the investigation is troubled when Jacobs puts pressure on making an arrest.

Happenings

• Kaspar agrees to investigate. Jacobs has Arkin to feel free not to cooperate.

• Jacobs is eager to arrest Dubreau, information Mick gets from Andrew convinces him to give him more time.

• Phillips returns for the votes on the slots and it fails to pass. Dominic learns that Manning flipped the racetrack to Roger Woo before the vote. Woo considers selling it, but Dominic learns he and Manning got together to buy it with the plan on move the horse business to a facility in Delta and never wanted the votes to go through. Councillors Ferlinger and Solomon explain that they can register the racetrack as a heritage site and it will protect it long enough for the city to take it over.

• Katie agrees to cooperate. She denies being the instigator and offers providing names.

• Klotchko offers Ferris a coroner's liaison position.

• Joe catches sight of Zack talking to a constable.

• Dominic manages to get a tour of the red light district with the Prime Minister. During the visit, there's a fatal stabbing of a john.
