Plot Overview
John Robson is a federal prosecutor. When a number of mutually antagonistic crime gangs show unexpected cooperation, he realizes that there must be a major boss at the top of the pyramid. But when Robson tries to win mid-echelon gangster Lucas Renosa as a witness, he is getting too close. Robson's wife and children are killed and he is brutally beaten, shot in the head, and left for dead. However, Robson survives. Having undergone facial reconstruction and with a brain injury altering his personality, he is not the same.
A year later, Robson, now going by the name "Eddie Prey", has gone underground and collects protection money for Lucas Renosa. Lucas gets too greedy and tries to disappear with the money. Unknown to Robson, Lucas's boss is porn movie producer Bailey Hughes. Through the connections of crime ring attorney Langdon Fox, Hughes learns that his right-hand man, Carter France, has been informing on him and a RICO indictment is imminent. Robson's former colleagues Diana Palos and Agent Marcus Ambrose have been continuing the investigation. Carter put a 16-year-old into a movie and is ready to rat out Hughes to the Feds, now that they have him for child pornography. Langdon and Hughes reel in a terrified Lucas and offer him to clear his debt if he buries Carter.
Robson finds out Lucas's hideout from his sister. Lucas breaks down because he can't do a cold-blooded hit, so Robson offers him to take care of it and gets Lucas to spill that Bailey Hughes is the man above. Carter is under police protection, but somebody fakes an FBI order and the cops leave. Robson breaks into Carter's home and kills him after a dunking interrogation fails to reveal new information. Robson realizes that the victim file Lucas was given for the hit contains a Federal surveillance photograph. Robson informs a shaken Lucas that Lucas will now work for him. Lucas's sister is intrigued by "Eddie" and invites him out for a drink. Meanwhile, without Carter's testimony, there is no case against Hughes.
Robson waltzes into Hughes' mansion and offers his services as a more reliable enforcer than Carter and Lucas. Later, Robson anonymously calls Diana, tells her of the corruption, and leaves the surveillance photograph as proof. Marcus orders police protection for Diana, but as Sergeant Simon Mayles introduces himself, we see that he is the man who executed the hit on Robson and his family.
