Plot Overview

David, working as a maintenance man in a run-down apartment building, is targeted by local police and a gang after being mistaken for a lookalike gangster named Mike Cassidy. When the rival gangsters assault David (under the assumption that he is Cassidy) and kidnap a female associate of Cassidy's named Lorraine, David transforms into the Hulk to intimidate and attack the criminals. Matters are complicated when McGee comes to town to investigate the Hulk's appearance and comes face-to-face with David, who McGee first assumes survived the lab explosion he thought had killed him and nearly blows David's cover, but is then convinced David is "Mike Cassidy" by Cassidy's associate Teddy as a cover for him. Cassidy later learns about David and offers to help him, with David initially unaware that he is being set up by Cassidy to take a fall at the hands of his rivals. When the crooks try to knock off David at a quarry by burying him alive in wet concrete, he becomes the Hulk again and runs them off by throwing a steel support beam at their getaway car, and the gang, along with Cassidy, are captured and arrested by the police moments later thanks to a tipoff by Lorraine, who has had enough of being a part of Cassidy's criminal lifestyle. McGee arrives at the police station afterward to report on Cassidy's arrest and is still astonished by how much he and David look alike.
