Plot Overview
Recently elected Mayor Dominic Da Vinci has his plate full his first week. He must deal with the accusation of billionaire Lloyd Manning regarding losing an advertising contract. In addition to a gay-bashing incident, he also has to ease the tension between a group of squatters and the police.
Dominic and Chief of Police Bill Jacobs also butt heads over a violent incident between a patient at a halfway house and a few constables, which is being investigated by Homicide detectives Angela Kosmo and Joe Finn.
Coroner Lou and detective Chick point fresh Coroner Mick Leary to a site with the remains of young aboriginal boys.

Happenings
- A man is attacked and found drowned in Stanley Park. Councillor Jason Horne wants it pursued as a hate crime because it happened in a well known gay stroll. Dominic puts in a call to Homicide and make them aware of the community's concern.
- Dominic meets Roger Woo from the breeder's association who hopes Dominic can save the racetrack and suggests adding slot machines.
- Lloyd Manning comes to Dominic to claim that he lost his bid to the advertising contract to Pacific Com because City Council's votes were bought. The campaign manager for the previous to administrations committed suicide, the only possible person who might know about Pacific's influence.
- Kosmo and Finn investigate a police shooting a halfway house for drug-addicted mental patients involving a machete. A witness claims he saw him attacking the dog when the police showed up. They find the dog has been picked up by the pound and a record for attacking. The attacks match with the victim's.
- Dominic meets with City Administrator Julia Forsythe to discuss cross-training firemen and police.
- Chick and Lou find small skeletal remains in the woods. Lou discovers skeletal remains were found five years ago in the same area and comes to Mick with it. He finds they were in close proximity and suspects they could be related. He searches missing persons and finds a couple of matches, a pair of 14-year-old native boys. Rumoured to have started in the sex trade, he talks with the Vice cop investigating it who heard someone rich might have been snapped them up.
- About 50 squatters, their de facto leader being a man named Joe Friedland from the Eastend Poverty Coalition, occupy an abandoned department store. Due to the poor conditions, they want housing or will remain in the building. Jacobs sends police to disperse them, but Dominic manages to get them to back off while he gives the squatters 24 hours to keep them off the streets until he can give them beds. Dominic suspects Jacobs has inserted an operative in the midst and sends Zack in to find out.
