Plot Overview
Aaron and Gabriel are tasked with trying to welcome a new community into the Commonwealth. It's not until it's too late do they learn why they're there.

- Hornsby claims a group called Riverbend hijacked a convoy full of supplies "for that other thing." He asks a former CIA agent, Toby Carlson, to carry out a stealth mission to find the weapons, using Aaron and Gabriel to help them let their guard down. Toby kills the leader after not knowing anything. After securing the building, he begins killing members until they reveal where the weapons are.
- Gabriel reunites with Negan and a woman named Annie and they are holed up in the building. With them seeming to sincerely have no knowledge about the weapons, they resolve to fight back as the troopers are ordered to find and kill anyone who doesn't know.
- Aaron regroups with Maggie, Lydia, and Elijah who enter the building.
