Plot Overview
Pamela and Hornsby tour the communities in hopes of getting unite with the Commonwealth, but Maggie remains the strongest hurdle to overcome.

Happenings
- It's revealed that Max started communicating with Eugene after repairing some radio parts. This was picked up by Hornsby and investigated as security breach, but apparently didn't deduce that it was Max's voice. There never was a Stephanie; it was the name of Max's mother.
- While Alexandria agrees to a deal with the Commonwealth, Oceanside would only take the offer if Hilltop does. Maggie ultimately rejects the offer, which cuts off Alexandria as well since it was an all-or-nothing deal. Dianne and some of the others at Hilltop decide to relocate to the Commonwealth in light of this.
- Pamela sees Hornsby's ambition and leaves him to try and make the deal work, but warns if it affects his home work.
Characters
- After Ezekiel learns that he's up for surgery, he discovers it was due to Carol. He's upset, but she convinces him that he's worth it and he goes through with the surgery.
- Eugene is initially hurt when Max reveals herself. She also expresses hurt that Eugene believed Shira was her. He later apologises for his reaction and explains why he was willing to accept her. The two then rekindle over the plot of Eugene's novel.

- Eugene and Max's conversations are from "Bonds" and "Morning Star". The flashback to Max seeing Eugene at the ice cream vendor is from "Out of the Ashes".
- We briefly see a picture of Reg and Deanna Monroe. When Pamela asks how she died, Aaron answers that she was bit (Start to Finish) and that she later turned and they had to put her down (The Next World).
