Plot Overview
An Israeli tip allows NCIS to capture an arms dealer named Goliath who is trying to buy a Navy missile targeting system. When Director Shepherd finds out that La Grenouille is one of the bidders, she takes over the investigation and changes it's direction from arrest to entrapment in an effort to capture La Grenouille.
